My dog does not bite.-On 30 August 2017, a 53-year-old woman who ran a big restaurant “Hanilkwan” was bitten while inside of an elevator, by a French bulldog owned by a famous singer in Korea. One week later, she died. The cause of death was the Pseudomonas aeruginosa bacteria. However, the dog did not carry the bacteria. No one knows the exact cause of her death. The Seoul Gangnam-gu court imposed a fine of 50,000 won, about 44.6 dollars to the father of the dog owner. It was for not leashing his dogs. Because the family of the victim said that they do not want an investigation, this case was over. A dog may attack people when they encounter a stranger in especially small spaces such as an elevator. Dogs feel stressed or think that people invading their domain by instinct. This is the reason why this dog bit her.

Since the incident, a new word “petiquette” has received attention. Petiquette is a combination of the words pet and etiquette. The meaning of the word is manners when raising pets. For example, when people go outside, they keep their dogs on a leash and carry bags for dog poop. In addition, a new word “Dog phobia” has spread rapidly, because the aggression related dogs is increasing.

According to Korea Consumer Agency data, the number of dog-biting people incidents was 245 in 2011, but, in this year, on August, 1045 incidents occurred. By the animal protection law, when the person who accompanied a dog in a public place, they should put a leash or muzzle on their dogs. If they do not follow it, they are imposed a fine of 50,000 won most. Actually, this law has not been enforced well.

How about other countries?

In the United Kingdom, the government made laws and introduced the “Dangerous Dogs Act.” It is now illegal to own any specially controlled dogs without a specific exemption from a court. The dogs have to be muzzled and kept on a lead public. They also must be registered and insured, neutered, tattooed, and receive a microchip implant. The act imposed restrictions on four types of dog breeds for fighting, the pit bull terrier, Japanese Tosa, Fila Brasileiro and Dogo Argentino. If the dog attacks and hurts people, the owner of the dog can be sentenced to prison for up to 5 years. If the dog kills people, the owner of the dog can be sentenced to prison maximally 14 years. Even the dog attacks a guide dog, the owner of the attacking dog can be punished to jail for up to 3 years as well.
